August 6, 2010: Press Conference Launches Medallion Sales

August 3, 2010: Medallions Sales Can Finally Begin

Today, the SFMTA Board approved the final contractual agreements necessary to begin the medallion sales pilot program. By this weekend, a couple of medallions likely will have been sold. We will update this message in a few days.

August 3, 2010: Taxi Advisory Council (TAC) Members Announced

SFMTA has announced its selection of a fifteen-member Taxi Advisory Council (TAC), which will hold its first meeting on August 18. Here are its members.

Here are relevant sections of the Transportation Code which describe the purposes and responsibilities of the TAC:

Section 1109(e) (11) (A):

The SFMTA shall establish a Taxi Advisory Council ("Advisory Council"), which shall monitor the issues that arise during the Taxi Medallion Sales Pilot Program, evaluate the effects of the Pilot Program on all sectors of the taxi industry, and provide advice to the SFMTA Board of Directors and the Director of Transportation.

Section 1109(e) (11) (C):

The Advisory Council shall prepare and provide to the Director of Transportation, no later than December 31, 2010, a report containing its assessment of the Taxi Medallion Sales Pilot Program and its recommendations regarding a long-term Medallion reform program. The Advisory Council shall be staffed by personnel from the Taxi Services section of the SFMTA.

July 11, 2010: Medallion Sales Pilot Program Update

The SFMTA's executive director, Nathaniel Ford, stated at the July 6 Board meeting that he needs additional time to review the potential liability exposure for SFMTA in the unlikely event his agency would need to repurchase taxi medallions from buyers were the pilot program to fail. It is anticipated that SFMTA will agree to sign the necessary contracts at its next meeting, so that medallion sales can begin. MHA will provide an update to this website following the August 3 SFMTA Board meeting.

July 3, 2010: SFMTA Taxi Advisory Council Coming Soon

In July, the SFMTA will appoint a Taxi Advisory Council (TAC). Here's the legislation that created TAC.

(A) The SFMTA shall establish a Taxi Advisory Council ("Advisory Council"), which shall monitor the issues that arise during the Taxi Medallion Sales Pilot Program, evaluate the effects of the Pilot Program on all sectors of the taxi industry, and provide advice to the SFMTA Board of Directors and the Director of Transportation.

(B) The Advisory Council shall consist of 15 members appointed by the Director of Transportation. Three of the members shall be representatives of each of the following companies: Yellow Cab Cooperative, Luxor Cab Company and DeSoto Cab Company. Three of the members shall be representatives of other Color Scheme Permit Holders. Three of the members shall be Medallion Holders who do not represent a Color Scheme, and who are not employed as managers, dispatchers, cashiers, mechanics, or administrative staff of a Color Scheme. Three of the members shall be Drivers who are not Medallion Holders and who are not on the Waiting List. Three of the members shall be Drivers who are not Medallion Holders and who are on the Waiting List. Members shall serve for a term of two years and shall serve at the pleasure of the Director of Transportation. In the event that a vacancy occurs during a member's term, the Director of Transportation shall appoint a successor for the unexpired term.

(C) The Advisory Council shall prepare and provide to the Director of Transportation, no later than December 31, 2010, a report containing its assessment of the Taxi Medallion Sales Pilot Program and its recommendations regarding a long-term Medallion reform program. The Advisory Council shall be staffed by personnel from the Taxi Services section of the SFMTA.

(D) The Advisory Council shall terminate by operation of law two years year after the date that all members have been appointed, unless the SFMTA Board by resolution extends the term of the Council.

April 20, 2010: City Approves Taxi Medallion Sales Pilot Program

The Taxi Medallion Sales Pilot Program was approved unanimously by the SF Municipal Transportation Agency Board of Directors. On April 20, 2010, the MTA Board voted unanimously to go forward with the taxi medallion sales pilot program. The MTA hearing item appears from 3:17-4:27 on the "time bar" in the video linked below.

MTA is mailing letters to all medallion holders, explaining the pilot program and soliciting our possible interest in participating, if we meet the stated qualification requirements. To qualify, you must either be at least 70 years old as of December 31, 2010, or have a disability rendering you personally unable to drive a taxicab full-time. The "sellers' participation form" will have your name typed on it. If you do not receive the MTA letter by April 27, you can contact MTA at 415-701-4400 to request your copy.

Oral Argument in the ADA Lawsuit Postponed Indefinitely

Oral argument originally slated for October 2009 was cancelled by the U.S. Court of Appeals. Here's the text of the order:

"The panel has concluded that this case is appropriate for referral to the Circuit Mediator to explore a possible resolution through mediation. The oral argument scheduled for October 8, 2009, is hereby vacated. Submission of this appeal is deferred until further order of the Court. The Circuit Mediator shall provide a status report every sixty (60) days, or make arrangements for the parties to submit such reports. If, in the opinion of the Circuit Mediator, settlement discussions have reached an impasse, the Circuit Mediator shall inform the Court, and the panel will schedule oral argument or take such other action as it deems appropriate."
